Experts talk about the road of Printing Standardization with mixed feelings

in recent years, standardization has become a hot topic in the global printing industry. This upsurge not only causes the revolutionary subversion of the global printing industry, but also impacts and affects the printing standardization work in China. It brings both opportunities and challenges. In this context, can China's printing standardization work meet the needs of the situation? Can we better meet and grasp this opportunity? What are the urgent issues in development? With relevant questions, the author interviewed Mr. Ang Lee, Secretary General of the National Printing Standardization Technical Committee (sac/tc170)

on a winter afternoon, I walked into the office of Secretary General Li, who was born in a military family. By chance, Secretary General Li, who has a military like heart and a forthright personality, gave me warmth like the warm sunshine. But from his resolute corners of the mouth and conversation, the author also learned his strong dedication to work and his stubbornness of never giving up until things are done. The interview begins here

current situation of printing standards

in 2004, under the influence of the market economy and the major changes in printing technology since China's entry into WTO, the National Printing Standardization Technical Committee also experienced the confusion and pain of the transformation from a planned economy to a market economy. The first is the urgent need to solve the mode of printing standardization operation under the condition of market economy, and the second is the steel protective door QB to speed up the standardization construction of the printing industry. This is also the case in other experimental instrument and equipment industries, such as laboratory machine industry and hardness tester. T1136 ⑴ 991 strong voice has brought great pressure to Secretary General Li who just took office. At this time, Secretary General Li frankly said that various factors prompted the printing standards committee to make a choice: how should we go down the road

under such a dilemma, what is the situation of Printing Standardization in China at this time? Up to now, the standards implemented by the printing industry lag far behind the needs of the development of the printing industry. Most of the currently applied standards were issued in the 1990s, generally exceeding the prescribed revision cycle of three to five years. Compared with the international printing technology developed countries, in the words of Mr. Liu Pingjun, director of the National Standardization Management Committee, it takes about ten years to cross the 30-year gap between China and the developed countries. By 2005, due to SARS, funding and other issues, China, as an active member with the right to propose and vote, had not participated in the iso/tc130 Annual Conference on Printing Standardization for two years. These are not only the concrete manifestation of the lag of Printing Standardization in China, but also a loss of national honor

exploration of base mode

in the face of the above situation, how to make the printing standardization work out of the dilemma from the low MI state and find a new way to adapt to the current situation has become the most urgent problem to be solved at present. After groping in 2005, the printing standards committee took the lead in making a major move to jointly build a National Printing Standardization (offset) technology application research and promotion base with Yachang in January 2006. In the following year, four printing standardization test and promotion bases were successively established: Yachang, colorful, Xingguang group, and yatushi. Such a move has aroused great attention in the industry to the standardization construction in the new era. What is the strategic idea behind it? In the words of Secretary General Li: form a new mechanism for experts from leading backbone enterprises to participate in international and domestic printing standardization technical committees, sub technical committees and working groups

this is an exploration of a diversified printing standardization investment mechanism that combines the government, enterprises and other forces and adapts to the market. It integrates the new topics of how to carry out standardization work under the new market economy conditions, how to design a new capital operation mode for standardization work, and how to attract more funds to support printing standardization. The exploration of this concept and new mode will become an important watershed in the construction of Printing Standardization in China

the construction of the base has been given unprecedented attention. Various standardization work based on this has also promoted enterprises to play a positive role in market development and improving the standardization level of the printing industry. Take yatushi as an example, the previous business was mainly outsourcing, and production was carried out in strict accordance with relevant international standards. At present, they are trying to open up the domestic market. They are eager to find our own standards suitable for the domestic market, which coincides with the task of the printing standards committee for the preparation and revision of standards, and cooperation came into being. For this reason, it has not only brought rise in market share and expansion of advantages to Artus and more enterprises, but also provided rules for the whole industry after the establishment of standards

with regard to the implementation of standardization work after the establishment of the base, Secretary General Li said that the practical implementation of the creativity of the base is the key. At the same time, the series construction of the base needs the attention and support of the whole industry, including the next solid specific work, please also ask the industry supervision and correction. The implementation of the publication of the revision of printing standards in 2006 shows the determination of the printing standards committee to do a good job in this work

bottlenecks encountered on the road of standardization

about the main reasons for the lag of printing standardization, Secretary General Li said that it mainly comes from three aspects:

first, people in the industry still need to improve their attention and understanding of standardization. In the past, although some printing enterprises unconsciously used standards, they did not realize the importance of standards. Now, great progress has been made on the whole. At present, the cooperative enterprises attach great importance to standards from the perspective of consciousness. The participation of more and more enterprises in standardization construction is not only the awareness of industry people, but also the improvement of service and management awareness. However, it still needs to do a lot of hard work to fundamentally increase the publicity of Printing Standardization and attract the attention of the whole industry

the second is the training of standardized talents. The standard that has been honed for thousands of years requires compound talents. They should not only have professional and technical knowledge, but also have skilled foreign language skills and writing skills. In this way, they can participate in the preparation and revision of standards, coordinate various resources in the industry, and be in line with international standards. The cultivation of compound talents will not happen overnight. As far as the printing industry is concerned, enterprises need to consciously cultivate their own standardized talents

the third is the source of funds. As a profit-making and public welfare industry service organization that has not opened the prelude to the development of synthetic resin and plastic processing industry since then, in order to speed up the preparation and revision of printing standards under the condition of market economy, we must solve the problem of funding sources for standardization work. Only in this way can standard projects be better formulated and completed naturally. At present, the exploration of standard projects for social financial support is being actively and methodically carried out. The printing standards Committee hopes that more powerful enterprises will actively participate in the printing standardization work and inject more funds and vitality into the printing standards

looking forward to the printing standardization work in 2007, the Printing Standardization Committee will determine it as the year of standard preparation and revision and the previous year of diplomacy. The printing standards committee, which is determined to speed up the construction process of printing standardization, is full of enthusiasm and is actively working for the approval of 78 national standards plan projects and the formulation of 19 national standards and 7 industrial standards, and takes six words as its working purpose to organize, coordinate and serve! Secretary General Li's forceful words herald a bright future for the standardization work of the printing industry: standardization work has a good prospect. We should pay close attention to our work and strive to cry out for the great leap forward development of China's printing standardization work
