in 2004, under the influence of the market economy and the major changes in printing technology since China's entry into WTO, the National Printing Standardization Technical Committee also experienced the confusion and pain of the transformation from a planned economy to a market economy. The first is the urgent need to solve the mode of printing standardization operation under the condition of market economy, and the second is the steel protective door QB to speed up the standardization construction of the printing industry. Compared with the international printing technology developed countries, in the words of Mr. Liu Pingjun, director of the National Standardization Management Committee, it takes about ten years to cross the 30-year gap between China and the developed countries. By 2005, due to SARS, funding and other issues, China, as an active member with the right to propose and vote, had not participated in the iso/tc130 Annual Conference on Printing Standardization for two years. exploration of base mode
in the face of the above situation, how to make the printing standardization work out of the dilemma from the low MI state and find a new way to adapt to the current situation has become the most urgent problem to be solved at present. After groping in 2005, the printing standards committee took the lead in making a major move to jointly build a National Printing Standardization (offset) technology application research and promotion base with Yachang in January 2006. In the following year, four printing standardization test and promotion bases were successively established: Yachang, colorful, Xingguang group, and yatushi. Such a move has aroused great attention in the industry to the standardization construction in the new era. What is the strategic idea behind it? In the words of Secretary General Li: form a new mechanism for experts from leading backbone enterprises to participate in international and domestic printing standardization technical committees, sub technical committees and working groups
this is an exploration of a diversified printing standardization investment mechanism that combines the government, enterprises and other forces and adapts to the market. bottlenecks encountered on the road of standardization
about the main reasons for the lag of printing standardization, Secretary General Li said that it mainly comes from three aspects:
first, people in the industry still need to improve their attention and understanding of standardization. In the past, although some printing enterprises unconsciously used standards, they did not realize the importance of standards. Now, great progress has been made on the whole. At present, the cooperative enterprises attach great importance to standards from the perspective of consciousness. The participation of more and more enterprises in standardization construction is not only the awareness of industry people, but also the improvement of service and management awareness. However, it still needs to do a lot of hard work to fundamentally increase the publicity of Printing Standardization and attract the attention of the whole industry
the second is the training of standardized talents. The standard that has been honed for thousands of years requires compound talents. They should not only have professional and technical knowledge, but also have skilled foreign language skills and writing skills. In this way, they can participate in the preparation and revision of standards, coordinate various resources in the industry, and be in line with international standards. The cultivation of compound talents will not happen overnight. As far as the printing industry is concerned, enterprises need to consciously cultivate their own standardized talents
the third is the source of funds. As a profit-making and public welfare industry service organization that has not opened the prelude to the development of synthetic resin and plastic processing industry since then, in order to speed up the preparation and revision of printing standards under the condition of market economy, we must solve the problem of funding sources for standardization work. Only in this way can standard projects be better formulated and completed naturally. At present, the exploration of standard projects for social financial support is being actively and methodically carried out. The printing standards Committee hopes that more powerful enterprises will actively participate in the printing standardization work and inject more funds and vitality into the printing standards
looking forward to the printing standardization work in 2007, the Printing Standardization Committee will determine it as the year of standard preparation and revision and the previous year of diplomacy. The printing standards committee, which is determined to speed up the construction process of printing standardization, is full of enthusiasm and is actively working for the approval of 78 national standards plan projects and the formulation of 19 national standards and 7 industrial standards, and takes six words as its working purpose to organize, coordinate and serve!
